1. The dealer brings the car back for retest with a new tyre. I have just logged a car on for a full test, so can’t do an immediate retest on the tyre. Do I make the tech. wait for about 45 mins, and then issue ticket, or can i check it has been fitted, send him on his way and issue ticket in his absence.
2. Does the car have to be inside the test bay for the retest, or can it be checked in the mot parking bay, or another parking bay, or on the road if the carpark’s full. . . . .

Hi mjk
I agree with rfr reply, when you retest a vehicle like in your instance the tyre, the mot rules say that you must check anything that is affected by the repair, so although people don’t normally leave a wheel loose, you would be expected to jack up the wheel and check security, and both sides of the tyre walls and tread contact area, even if a brand new tyre, and it must be carried out on the approved equipment, otherwise it may be considered a retest has not been carried out and disciplinary could be against you. Also any advisory items would need to be rechecked no matter if a tester thinks not relevant.
