Surely Wes you would not carry out a full mot test and then find that the washers as example did not provide any liquid to clear the swept area, and or a position lamp failed, then issue a failure VT30 and tell the customer sorry your vehicle failed and it needs booking in for or take it to be repaired and then retest it would you?

The Braking System is Not on the minor items list, and would require a Partial Retest (Measured Items);) 

So In My opinion and as stated, I personally, would log it on to the system as a Fail.  

You are now Changing the Parameters of Your Original Posting to include other items on the minor items listings that have nothing to do with “The Braking System”:P

I would agree with you Wes that the braking system is not on the minor items list, and would require a partial retest (measured items), but if the vehicle has not left the mot bay and no other fail items are present, then Computerisation next to the item (Seized brake control valve lever) gives the tester the option to PRS the defect after it has been freed off, a second roller brake test performed and if those readings are acceptable, then a pass is in order.

VOSA put the PRS button next to some testable items for a reason, I am sure they thought it out well enough to decide it would be safe to do a PRS under those testable items. Why should each decision taken be down to the personnel understanding of the individual if its a national standard to be applied?

With regards your views on traders, who has the right to decide who is dopey and who isn’t, I never said any trader was dopey, the scheme is not personnel.
