Pretty much as KevG replied, 1990 emissins standards do NOT include lambda measurement, just HC & CO.
As for the number plate, from the photo I think the tester had reasonable grounds for failure, the regs requiring the plate to be as near vertical as possible. Has the front bumper been modified from standard, UK spec cars would usually have a recess for the number plate ?
