the short answer is no it shouldn’t fail.the long answer is many cars have this sorta system fitted primarily cos babyseats fitted to the n/s/f seat had the distressing habit of splattering the baby concerned when the airbag deployed.this was generally considered to be a bad idea and as a result many cars-people carriers in particular-have the function of being able to switch off the passenger airbag as consumers tended to not be repeat customers after flattening their offspring.as a rule a warning light that this has occurred is fitted in said cars.warnings include orange/red displays,pictures of a childseat with a cross thru it,airbag x 1 airbag x2,displays flashing a set amount of times when started,warning messages in text to name but a few.activation sequences include turning a key in a lock,a switch(as yours)a transponder fitted to the passenger seat,turning it off directly thru the management system again to mention but a few.now for the bad news.some systems resemble it showing a fault which we are supposed to fail and given we are given NO TECHNICAL INFO ON WHAT SYSTEM IS FITTED OR ITS CORRECT SEQUENCE!then its entirely possible it could be incorrectly failed.we are told to check the owners manual in dubious cases.this is almost universally missing and the average tester aint gonna want to spend quarter of an hour digging thru it on the off chance even when its present.this means you are in the hands of someone that you can only hope is sufficiently experienced/knowledgable about a completely random vehicle of the many millions out there to know its functioning normally.do you feel lucky:D
