Unfortunately you will have no redress as far as DVSA is concerned, as the vehicle jas had repairs conducted between initial fail and pass.
The MOT test itself is non-invasive in that no parts can be removed to allow deeper inspection.
Did you not think to chase up the garage re the correct brake shoes following the repairs in March ?
Moving on I would be looking for a reputable garage to have new brake shoes fitted.
