Motorcycle headlamp glare: the DfT update, MOT checks and what riders should do
The DfT says motorcycle headlamps are already regulated through pre‑registration approval and the MOT check of operation and aim, but it also admits there has been no recent UK assessment of dipped motorcycle headlamp effectiveness.
What the DfT says the rules are today
In a Written Answer published 16 March 2026, Lilian Greenwood said headlamps must be approved to international standards to avoid dazzling other road users, and that headlamp operation and aim are routinely checked at MOT.
The Driver and Vehicle Standards Agency motorcycle MOT manual requires a dipped‑beam alignment check; aim outside the permitted limits is a test fail.
What UNECE is doing about glare
The DfT says an international glare-prevention task force has been established at the United Nations Economic Commission for Europe with UK officials and manufacturers’ representatives actively involved.
A Task Force “Glare Prevention” meeting report records work on headlamp aiming, periodic technical inspection (PTI) and beam cut‑off issues, with draft recommendations planned for April 2026 and recommendations in October 2026; it does not state any UK implementation date.
Implications and practical advice for riders
Aim drift after a knock, suspension work or heavy loading can shorten your own seeing distance while increasing glare for others, exactly the sort of defect that can trigger an MOT fail.
UK lighting rules also prohibit using headlamps so as to cause “undue dazzle or discomfort”.
Practical steps: keep lenses clean, ensure the unit is secure, and if the dipped cut‑off looks unusually high or ragged on a wall test, book a proper beam-set (ideally replicating rider load). If the lamp cannot be adjusted to a compliant aim, or seems defective, seek dealer/manufacturer support and report the defect; GOV.UK advises reporting serious safety defects to the manufacturer first and escalating to DVSA if you’re dissatisfied with the response.
